The Water Service Line Protection Program (WSLPP) provides owners of residential properties an option for affordable protection against the significant costs of repair or replacing leaking, damaged or frozen water service lines. In addition to providing a valuable service to Owatonna Public Utilities (OPU) customers, the program is intended to minimize disruption and public hazard due to leaks which would not otherwise be repaired in a timely manner.

If you have a leaking water service and would like to see if you qualify for the program, please contact OPU at 507-451-1616.

We will send out a service worker to investigate the leak and start the program process.

After contacting OPU, please fill out the following application and give it to the OPU serviceworker when they come to your house.

To Opt-Out of the program, simply fill out this form and return it to OPU.

LANDLORDS – Fill out this form to Opt-In to the program.  Return it to OPU.

New 2026 Updates!

Updates Added to the Program:

  • Increased coverage limit up to $15,000 in eligible repair costs
  • Private property restoration now included, covering concrete, grass, and soil replacement at no additional cost to the property owner
  • Interior concrete restoration up to 3′ x 3′ inside the home is now covered
  • Curb stops and valves are now covered when addressed in conjunction with a qualifying repair or to prevent a watermain shutdown
  • Health initiative line replacements, including lead and galvanized service lines, are now covered when grant funding falls short
